US Public Sector Forum: Member Discussion on the SEC–CFTC Harmonization MOU


Join EDM Association's US Public Sector Forum for an open discussion on the U.S. Securities and Exchange Commission (SEC) and Commodity and Futures Trading Commission (CFTC) Harmonization Memorandum of Understanding (MOU), signed March 11, 2026, and the Association's forthcoming written input submission to the Commissions.


Article V, Paragraph 3 of the MOU commits the SEC and CFTC to work toward practical interoperability, including compatible data standards and analytical tools. This call reviews the current draft statement and gathers member input ahead of the contribution deadline.


Our statement aims to offer helpful practitioner perspectives in three main areas:

  1. Sharing practical ways to enable data sharing, such as aligning data fields, terminology, and underlying concepts across agencies.
  2. Highlighting how the use of data management and governance best-practice frameworks, automated controls, and ontologies enables the semantic layer, preserving clear context and enabling trust as information moves between agencies.
  3. Demonstrating how open industry-standard ontologies, such as FIBO (Financial Industry Business Ontology), and standard identifiers can help map entities and overlapping activities efficiently.

By sharing real-world operational insights, our community can support both Commissions as they work to implement these interoperability goals smoothly.
